Said U.S. Ambassador at the United Nations, Susan Rice, the Special Envoy of the United Nations and Arab League Kofi Annan informed the Security Council Thursday that Syria has not fully committed to the terms of the cease-fire.
Rice, who chaired the Security Council this month, Annan stressed that what happened today does not represent the full commitment of the Government of Syria, where they still exist within the arms and around population centers "
